Learning to adapt when measuring change
This report highlights a number of recommendations that can help facilitate more responsive programming learning within M&E frameworks.
Central to this is shifting a focus away from developing sets of rigid indicators and instead concentrating on M&E frameworks as a process, looking at how local actors can be more involved in developing M&E, encouraging shared learning across stakeholders and generating an environment that can make sense of contextual changes and approve adaptations of programmes.
